Orange Shirts But During Remand?

There's something not right by looking at the picture above.

You see, those who were arrested for the sand-mining thing were remanded for a few days and interestingly, they are wearing those orange shirts as if they are coming out of the prisoner and being branded as a prisoner and so forth.

However, they are yet to be proven guilty by the court. From my basic understanding, you don't have to wear that until you are sent to prison after being proven guilty. Isn't that goes against the Standard Operating Procedure / or the CPC thing that we knew?
